New Maruthi Driving School worst service

I joined New Maruthi Driving School Malleswaram in December 2016. The charges were 3500 towards training, LL and DL. NOW because of change in government charges, they are asking me to pay 1000 rupees extra when I checked about new charges, the total charges itself is coming up to 700. Since they have already charged for service charge for getting this done, I have agreed to pay 500 which is the difference amount in change in charges but they now deny to neither refund nor provide service for DL. The charges including the service fee for making DL and LL was 1350 which is included in 3500. Now why should I pay 3500+1000 for change in rates for 700.
